Yes, configured properly Microsoft 365 can be run in line with the GDPR – what matters is a signed data processing agreement, the EU data location and sensible security settings. Yes. Microsoft guarantees the availability of the service, but not the content of your data – under the "shared responsibility model" protection and recovery are your responsibility. Deleted mail and files are gone for good after 93 days at most. An additional third-party backup closes that gap and is strongly recommended.
